I do have options for you but the Draw-Tite Front Mount Trailer Hitch Receiver part # 65017 that you referenced is designed for a first generation (1991-1994) Ford Explorer. There was a generation change between 1994-1995 which means it is not a direct fit for you. They did not offer a front mount trailer hitch for the second generation (1995-2003) therefore your best option would be to use the Adjustable Width Trailer Hitch Receiver part # C13704 and modify it to make it work for you.
If this is not something that you are willing to do then I may have other options for you if you can tell me what you are wanting to use the front mount trailer hitch for. For example, if you are wanting to use a front mount trailer hitch to maneuver a trailer in tight spaces then you can use the Trailer Valet XL Trailer Dolly with Chain Drive part # TVXL2 for 2" or part # TVXL25 for 2-5/16" instead.
