Question:
Is there a swing away cargo carrier that will fit my 2018 Prius that will swing away from the rear of the car so I can fully utilize the hatch?

Light-duty Class I hitches like # 24966 are the type available for the 2018 Prius but in this 1-1/4-inch receiver size there are no swing away cargo carriers made. Such carriers are made for larger stronger 2-inch hitches, such as the Yakima EXO Swing Away Enclosed Cargo Carrier - 2" Hitches # Y62VR It is not possible to use a hitch adapter to install such a carrier in a Class I hitch due to weight restrictions.
There are not any folding carriers made for a Class I hitch either. Fixed-type Class I cargo carriers are available, and many are shown on the linked page, such as # C18110 from Curt, which is the one I recommend.
The 200-lb capacity of a hitch like # 24966, once you deduct the 30-lbs weight of the carrier itself, leaves up to 170-lbs of cargo weight capacity. This of course is subject to the car itself being able to support that load, which can be confirmed in the Prius owner's manual. Please refer to the linked video.
