So I am trying to install a brake controller and 7 blade wire harness to my 2014 explorer. It did not Have a factory reciever hitch, however it does have the factory brake controller plug under the dash. Can I purchase the plug and play adapter to my prodigy brake controller and a T one wiring harness with a 7 blade adapter? Or do I have to re run complete new wires for it all to work?

It does not sound like you have any trailer wiring in your 2014 Ford Explorer, is that correct? If so you can install your Prodigy P3 # 90195 brake controller but you will first need to add a 4-way, the T-One Vehicle Wiring Harness # 118540 and then install the Universal Installation Kit for Trailer Brake Controller # ETBC7 which will give you a 7-way trailer connector, circuit breakers and the rest of the hardware needed to install a brake controller.
