The Tekonsha Voyager # 39510 is a proportional brake controller but it has a relatively primitive inertia sensor and you have found one of the weaknesses related to it. Because it has a pendulum style inertia sensor it's very easy for it to exaggerate bumps in the road as hard vehicle braking. This is even worse down hill. It's just the nature of the controller unfortunately. The only way you'll get rid of what you are experiencing is going with a newer style controller that has a more advanced sensor like the P2 part # 90885. This uses a high sophisticated accelerometer instead that is way more accurate and won't give you the issues you are having currently. Many refer to this as the best brake controller ever. It's actually the third iteration of Tekonsha's proportional brake controllers and has yet to be improved upon.
