Is there such thing as weight distribution and sway control in one device set up? I have a 2005 Ford Expedition with tow package with max tow rate at about 8500# Ill be towing a little guy max trailer, loaded 3950# with tongue of about 350# Thanks for the most stable suggestion

The Reese Steadi-Flex Weight Distribution part # RP66558 that you referenced is both a weight distribution system and a friction sway control setup too. The brackets that hold the spring bars have friction pads built into them so that if your trailer was to sway the spring bars would slide on the brackets creating friction and would reduce the sway. However, this isn't the best sway control setup that is also a weight distribution system.
Instead the Reese Strait-Line is what you'd want if you were looking for the most stable. The friction systems reduce sway that has already started whereas the Strait-Line works to prevent it before it starts as it always tries to keep the trailer as straight as possible. For your loaded tongue weight of 350 lbs you'd want the # RP66082 which has a tongue weight range of 200-600 lbs.
For a 2 inch ball you would want part # A-90 and for a 2-5/16 inch ball # 19286.
