Trailer landing gear sets like the etrailer.com # RVLG-8HDL that you referenced are designed to bolt onto brackets that are welded to the frame. In terms of function or capacity there is no particular reason you couldn't just weld the legs directly to the frame instead but I don't recommend doing this for a couple of reasons.

First the actual install process is going to be a lot more in depth than just bolting to existing brackets or even welding on new ones for the legs. You will need to make sure they are properly welded and located in the correct position on both sides to ensure proper operation.

Also if you ever need to replace one or both the legs in the future, removing the legs and adding new ones will be a pretty big pain. With welded on brackets it's just a matter of finding a new set with weld stops that line up to them for a simple bolt-on application.

The etrailer.com # RVLG-8HDL features weld stops that are spaced apart 15-1/2 inches. New brackets are included if needed or you can bolt them to ones that might already be present on your frame if they are spaced apart the same distance.
