If the fully loaded weight of your boat and trailer does not exceed that of the maximum towing capacity for your 2016 Jeep Grand Cherokee Overland then yes, you can tow it. The towing capacities for a Grand Cherokee can be found on page 595 of your owner's manual.
In order to tow your boat trailer you are going to need a trailer hitch, trailer wiring harness, and ball mount/hitch ball. If you do not already have these components then I recommend using the following: For the trailer hitch, I recommend the Curt Trailer Hitch Receiver part # C13182 because it has a towing capacity sufficient for your trailer and it offers a bolt-on installation. For a trailer wiring harness, I recommend the T-One Vehicle Wiring Harness part # 118727 if you do not have the factory tow package or part # 118384 if you do have the factory tow package as they are both plug and play options. For a ball mount/hitch ball, the Ball Mount Kit part # 989900 should have what you need but you can check using the attached help article.
I have attached install photos for you as well.
