How to Lock the Swagman XC 2-Bike Rack Platform Style 64650

There are holes where the trigger is to let the arms up and down, is that a lock hole?

The hole you're referring to is not for a lock core. The only way to lock your bikes to the Swagman XC 2-Bike Rack Platform Style part # S64650 is with the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks part # S64031 which also comes with a hitch lock for the bike rack.
