If your 2004 Chevrolet Silverado has the factory tow package wiring that utilizes the # PK11893 style trailer connector, the first thing I would check is the tow package fuses in the power distribution box under the hood. You should find a legend under the lid of the box that details where the fuses are. Check to see if the fuse for the 7-Way 12 volt power is not installed in the correct location or is blown. Replace or insert a fuse as needed using the proper amperage fuse listed on the lid.
While you are under the hood check to be sure that there is a wire connected to the positive post at the front of the vehicle. This should be the power wire for the 7-Way connector. If there is not a wire one will need to be ran with an appropriate length of 10 gauge wire, # 10-1-1, and spliced into the wiring for the trailer connector at the back of the vehicle/
If this is not the case you may find that there is corrosion in the connector on the vehicle causing the 12 volt circuit not to work. Check the inside of the plug, front and back to see if there is corrosion. If corrosion is found, clean the connectors and replace the plug in connector using some dielectric grease, # 11755, to avoid future corrosion.
While you are under the back of the vehicle take this opportunity to check the wiring and make sure there are not pulled broken or frayed wires causing the issue.
