The 7- and 4-Pole Trailer Connector Socket w/ Mounting Bracket # HM40975 does not need to have the 12 volt circuit wired directly to it, assuming the factory connector on your 2004 Chevy Silverado is in working order.

The reason why you do not need to wire the 12 volt circuit is because the connector is a fit for an '04 Silverado with a factory 7-way, and to install it you simply need to plug your Silverado's harness directly into the connector and you're done! I have added a link to a video of this connector being installed on an '04 Silverado which shows exactly what you need to do to install it.
