If you are testing the voltage at the trailer brake assemblies by activating the manual override on your brake controller you should be getting close to 12 volts as long as the controller is at its highest setting. The amperage draw for each brake magnet should be around 3.2 to 4.0 max amps if you have 12 inch assemblies.
