Yes, the Roadmaster Stowmaster Tow Bar with Quick Disconnects, # RM-501, is compatible with Roadmaster XL Base Plates, # 1541-1, for the 2005 Honda Element. I have included a link to the installation details and a video review for the tow bar for reference.
To flat tow the Element, you will also need safety cables, lighting, and supplemental braking. For safety cables, I recommend the Coiled Cables, # RM-643. The coiled design helps keep the cables from touching the ground. For lighting, there are several options depending on how often you will be towing the Element. If you do not plan on towing it often, you can use the magnetic light kit, # RM-2120. If you plan on towing it often, a more permanent solution would be to install diodes, # RM-154. I have included a link to a video showign a typical installation of a diode kit for you.
Most states now require a supplemental braking system on the vehicle being flat towed. One of the easiest systems to set up and use is the Even Brake, # RM-9400. This a proportional system that applies the vehicle brakes in proportion to how much the towing vehicle is braking. Proportional systems are the safest way to stop and reduce wear and tear on both vehicles.
I have included a link to our series of articles on flat towing for you as well.
