CAN I PUT TWO ELECTRIC BICYCLES WITHOUT THE BATTERY AND A BIKE RACK ON THIS HITCH ?

We have E-bike racks that fit Class I hitches like the Curt part # C11496 that you referenced. For that we have the Thule EasyFold XT part # TH903202 which is a great option for what you need.
This E-bike rack has clamps that are designed for attaching to the alternative style frames commonly seen on E-bikes, has the higher weight capacity for the heavier E-bikes, can fit Class I hitches, and comes with a loading ramp to make loading and unloading bikes easier.
