The Reese 16K 5th wheel hitch # RP30051 that you referenced has the 16K towing and 4000-lb pin weight ratings and the 13-inch height you're looking for but as an entry-level product with a slide bar jaw it will not perform quite the same way as the premium hitches from makers like Demco and B&W whose Companion # BWRVK3300 offers superb build quality.

Not all 5th wheel hitches will adjust down as low as the 13-inch height you want. A slider type hitch for short beds such as the 20K Pro Series # PS30121 has the weight ratings and height range you need but its standard double-jaw system won't grip the king pin as tightly as a single jaw like what is found on the Reese 20K # RP30084; this Reese hitch can adjust down to 14-inches.

Please tell me about your truck (the bed length and whether or not it has the OEM 5th wheel prep) and I can then check all available hitches for your best option. If you like you can use the linked page to select these features; click on your truck's configuration and you'll then see the correct type of hitch - a slider hitch for short beds or a fixed hitch for long beds.
