Recommended Trailer Hitch for 2018 Subaru Forester

What's the best hitch for my Forester 2018 class 2 or 3

In my opinion a Class III hitch is a better option whenever possible. They have a higher weight capacity and there are far more accessories to fit the 2 inch receiver than the smaller 1-1/4 inch of the Class II. I definitely recommend a Class III hitch for your 2018 Subaru Forester.
Now, the best Class III hitch depends on what you're going to be using it for. Personally, I like the looks of the Draw-Tite # 76227 above the rest. The crosstube is hidden behind the rear bumper so all ou see is the receiver opening. It's much cleaner look. This hitch also has the highest capacity. If you're going to be towing a trailer or you're worried about the car's appearence when you're not using the hitch this is the way to go.
On the other hand, if you're getting the hitch to carry a bike rack or cargo carrier the Draw-Tite may not be your best option. Instead look at the etrailer.com hitch, part # E98847. The hitch pin hole is closer to the rear bumper's edge. This makes whatever is in the hitch stick out further which means more accessories will fit since they'll be more likely to clear the Subaru's rear bumper.
