Question:
Is there a way I can test my brake controller at the seven pin plug without the trailer attached ?

If you just want to check that there is power reaching the 7-way on the brake output circuit then all you need to do is use a circuit tester and probe the pin in the 5 o'clock position. You can also use the 7 Way Trailer Connector Vehicle Tester part # C73NR and look for a red light on the "BK" label.
Please keep in mind that this is only going to tell you if the brake controller is sending out power. If you need to see exactly how much power is being sent then you would want to use a multimeter. If you test the blue wire directly behind the controller with the manual override engaged then you should be seeing 12 volts. If you are not then you know there is an issue with the brake controller.
