will this part plug into the back of my factory 7 Blade and 4 Flat trailer plug that is mounted on my bumper? 2013 dodge Ram 3500

The Curt Wiring Harness # C56229 referenced in your question is a universal harness that will work on any truck that is equipped with a factory tow package, including your 2013 Ram 3500. The U.S. Car connector end of this harness will indeed plug into the back of your existing 7-Way/4-Way connector and provide you with pigtail wiring that can be hardwired to the truck. The wire leads include all the needed 7-Way functions.
If you are looking to replace a faulty/damaged US car connector on your truck then this will work well. If you are trying to install a US Car connector in-line with your current factory wiring so that you can plug in an additional 7-Way for 5th wheel or gooseneck applications, then a better option will be a 5th Wheel Wiring Harness like the Curt # C56070. This will just plug right in-line with factory 7-Way so that you don't have to do any splicing, while also giving you a 7 foot long extension that you can use to mount the new 7-Way in the truck bed.
