I have A 2018 Dodge Ram 2500 I was Wondering if the dealer can still instill it even though it was not done at the factory

Your local Ram dealer would be able to install the Ram underbed hitch prep package on your 2018 Ram 2500 long bed. Once installed you could then install the B and W Companion hitch part # BWRVK3600 which fits it directly and is the best option around for a hitch for your truck.
