Have you checked each of the wires on the 7-way and compared that to those on the 4-way? If so then it is likely that the trailer connector is faulty and will need to be replaced. In order to check this you will want to test each of the wires at the back of the trailer connector with a circuit tester like part # ALL640595. If all wires have power when the respective signals are activated then odds are the trailer connector is faulty and you can replace it with part # HM40975.
If you find the power is not reaching one of the wires on the back of the trailer connector then there would appear to be either a short in that wire on a blown fuse on that circuit. I would trace the wire as far back as possible checking for shorts and then checking the fuse box to see if there are any blown fuses.
