Question:
can I replace st225/75r15 tires on my 31 ft winnabego travel trailer with car 225/r15/e ultra crt tires and be safe?

Trailer tires actually have a sidewall that is more stiff than a passenger tire which makes them the better choice for trailers. This stiffer sidewall allows them to not only carry the load better but also perform better at higher speeds.
I recommend replacing your ST225/75R15 tires with the Provider # TR225LRE. This is a radial tire that has a load range of E (2,830 lbs at 80 psi) and a max speed rating of 81 mph. It has advanced tread with siping and a 2-year warranty. This is the best tire that you could use on your Winnebago travel trailer.
