Hello! I cannot find the connector in the picture. Would it be located anywhere else? My car is a 1999 Subaru Legacy Wagon L. Thanks

The photo you referenced is on a Subaru Legacy Forester. Since you have a 1999 Subaru Legacy Wagon there is no connector present and you will need to hardwire one in for which I recommend using the Curt Powered Tail Light Converter with 4-Pole Flat Trailer Connector part # C59236 as it is currently the most cost effective option we have for you.
