According to the online owner's manual for the 2017 Toyota RAV4, Toyota does not recommend installing a trailer hitch on the RAV4 only if it is the SE model. This particular model vehicle is simply not designed to tow even a light trailer or support the weight of any hitch mounted accessory like a bike rack or cargo carrier. I do recommend verifying this information in your copy of the owner's manual.

If you don't have the SE model, then the owner's manual does not list any restrictions with regards to installing a hitch.

For a trailer hitch that is confirmed to fit your RAV4 Hybrid, I recommend the etrailer.com Class III Trailer Hitch # e98864. This hitch will use existing holes in the vehicle's frame for a no-drill installation and will provide you with a 2 inch receiver opening.
