Troubleshooting Trailer Running Light Circuit on Trailer Not Functioning

I have no running lights or and traveling lights but my pick up wires all test positive

Most likely there's corrosion on the trailer wiring pin associated with the running light circuit. Check the trailer wiring looking for corrosion or dirt and then clean as needed.
The wiring could also be damaged so you might also check the wiring on that circuit to see if you find any breaks or short and fix as needed. Most likely it's a dirty trailer pin though.
