cant get the brakes to lock up? I have the power on 12 and boost on 3

On your Tekonsha Primus IQ Trailer Brake Controller # TK90160 since you have everything loaded up on your controller for the best braking as outlined in the installation instructions, you most likely need to adjust your trailer brakes at the assemblies. There is an adjustment screw at the bottom of each brake assembly that needs to be adjusted periodically unless you have self-adjusting assemblies. These manual adjustments need to be made in order for your brakes to function at their intended level for your brake controller to function at it's intended capacity.

You may want the brake adjustment spoon # W80630 to assist. I've attached a video to help.
