I do have a solution for you to use a cargo carrier on your Jayco TT but unfortunately all of our cargo carriers are for use with trailer hitch receivers.
If you would like to go ahead and install a trailer hitch then I recommend going with Curt # C13701 or # C13702. These are compatible with trailer frames that are 18" - 51" wide, they have a 2" receiver, and are rated for 500 lbs of tongue weight. The only difference between these 2 options is that the former has a 2" drop whereas the latter has a straight receiver.
For a folding carrier I highly recommend the Curt Cargo Carrier # C18151 which is 20" x 59". This carrier has a weight capacity of 500 lbs but it does weigh 70 lbs. This means that you can carry up to 430 lbs of equipment with it as long as your trailer weight limited is not exceeded. You will also need a hitch pin and clip # PC3 or a locking version with part # 63232 for a complete setup.
I have attached some review videos as installation instructions that you can check out for each product.
