How come in Europe mazda5 is rated for towing and not USA any difference

I cannot speak to how vehicle manufacturers rate their vehicles in global markets, but here in the U.S. you are correct, the 2010 Mazda5 should not tow a trailer, as specified in the owner's manual. You can still put a trailer hitch such as the Draw-Tite # 24773 on the vehicle, but it is a Class I hitch that should be used for accessories such as bike racks or cargo carriers only.
