Trailer Hitch and Bike Rack Recommendation for 2017 Toyota Prius

Is there any reason my Swagman XC Cross-Country model 64650 bike rack would not work with your Draw Tite hitch 24966 made for a 2017 Prius 2 Eco?

The Draw-Tite Sportframe Trailer Hitch Receiver # 24966 referenced in your question is confirmed to fit your 2017 Toyota Prius 2 Eco. It will use existing holes in the vehicle's frame for a no-drill installation and provide you with a 1-1/4 inch receiver opening.
The Swagman XC 2-Bike Rack # S64650 that you also mentioned is compatible with this Class I hitch and will work perfectly with it and your Prius. It provides plenty of rear bumper clearance so you won't have to worry about any interference between the rack and your vehicle when mounted to the hitch. It can secure 2 bikes of up to 35 pounds each and has a nice wheel mount design that will work with most bike sizes.
I just recommend adding the Hitch and Cable Lock Set # S64031 to secure everything into place and help deter theft.
