Recommended Swagman Hitch-Mounted Bike Rack to Use on RV
Question:
Look for a hitch mount bike carrier 2 bike for a 2018 Tiffin Allegro Open Road. What are the differences between a Swagman 64650 vs. Swagman 64670? Which would be better. Thank you!

There are few differences between the Swagman XC 2-Bike Rack # S64650 and the XCT-2 # S64670 referenced in your question, but the most pertinent difference specific to your application is that the XC # S64650 is approved for use on an RV like your Tiffin Allegro, while the XCT-2 # S64670 is not rated for this type of use.
Because the rear bumper on an RV extends much further back from the rear axle on an RV when compared to a standard passenger vehicle, there will be a lot more movement and stress put on a hitch-mounted accessory like a bike rack. Only certain bike racks are tested for this and rated to handle this additional stress. For this reason, I definitely recommend going with the Swagman XC 2-Bike Rack # S64650 to use with the hitch on your Tiffin Allegro.
Other than this, the XCT-2 does feature upgraded wheel cradles over the XC. The XC does have a bit more rise in the shank though which will give you more ground clearance when mounted to the RV. Both can handle 2 bikes of up to 35 pounds each.
I do recommend adding the Hitch and Cable Lock Set # S64031 to secure everything into place and help deter theft.
I have attached a short video demonstration on the Swagman XC Bike Rack so you can get a closer look at all of its features.
