The Brophy Clamp On Camper Tie-Downs - Bed Mount - Black Powder Coated Steel - Qty 4 # HSSF are not recommended for dually trucks. They are a fit for most full-size, non-dually pickup trucks according to the manufacturer.
I did reach out the manufacturer and they said you may be able to use the # HSSF or the # HSAB but they have not tested it on a 1998 GMC dually. The sidewall width is the biggest issue with the angle coming down to ensure clearance for connection. They also stated that putting them as far to the front in front of the stake pocket location and as far to the rear the better for having compatibility with a dually. The final thing was to ensure that T-bar is on a flat surface on the inside of your bed.
In most cases these tie-downs are complimented by the Brophy Basic Turnbuckles w/ Hardware for Camper Tie-Downs # TDHP.
