Trailer tires should always be inflated to the maximum cold psi as listed on the tire's sidewall, regardless of the trailer's weight. Under-inflating a trailer tire can potentially lower its capacity and performance. So for the ST225/75R15 tires on your Coleman Travel Trailer, you will want to make sure they are always inflated to the 65 max psi that you mentioned in your question, whether the trailer is completely empty or fully loaded. This psi number falls right in line with the ST225/75R15 tires we have available with a Load Range D, such as the Provider # TTWTRTM2257515D.
In addition to keeping the tires inflated to the 65 max psi as listed, you will also want to make sure not to exceed the combined capacity of all 4 tires on the trailer with the trailer's loaded weight, along with staying below the tire's speed limit. Unless otherwise indicated on the tire sidewall, most trailer tires feature a maximum speed of 65 mph.
I have attached a couple articles on trailer tires and wheels that you might also find helpful.
