The kit you need to convert a 4-way to a 7-way and wire in a brake controller on your 2010 Toyota FJ Cruiser is the part # ETBC7 which comes with everything you'd need except for a brake controller.
The best budget brake controller is the Tekonsha Primus IQ part # TK90160 which I attached an install video for on a similar 2011 FJ Cruiser. It's a proportional brake controller which means it senses the amount of deceleration the tow vehicle is applying and puts a similar amount of braking power to the trailer brakes. This is the best style of brake controller and this specific controller has the best price of that style.
