For E-bikes like your Rad Rover there really is only one good option bike rack style. You'll need to go with a hitch mounted bike rack like the Thule EasyFold 2 Bike Rack # TH903202. This rack has the higher weight capacity needed for E-bikes as it has a capacity of 65 lbs per bike and can fit fat tires up to 4-11/16 inch in width.
This rack has a ramp that comes with it for easier bike loading and has clamps that allow it to accomodate basically any frame style out there.

I was also told by RackAttack that the Thule rack was the best option for my RadRover. However, I found the ramp too flimsy to be useful and I was unable to get both straps around the tires. I ended up using one of the straps for the front tire and a marine tie down for the back.
