It sounds like you are testing the Tekonsha Primus IQ # TK90160 with the brake pedal in your vehicle. Since the Primus IQ is a proportional brake controller that senses how much your vehicle is decelerating it will not be sending out power to your trailer when you are sitting still.

To ensure that power is getting back to your trailer brakes what you need to do is set the power output on the brake controller to max and then use the manual override lever to send power back to the brakes. You should see the output be somewhere around 12 and then there should be power on the pin in the 5 o'clock position on your 7-Way (see attached photo).

If this doesn't fix your problem let me know and I can help you troubleshoot further.

Since your controller is showing .C. I would venture to say that you have a wiring issue before saying that the controller is bad. Did you mean to say that you have no power to the brakes when the manual override is used? If that is the case then check the wiring from your brake controller out to the 7-Way on your vehicle. Make sure that the wiring is not damaged or bent and that your ground connection is solid to a clean, bare-metal surface. If you have power to the brake controller but when you put it on the highest setting it doesn't output any power then the controller is bad and needs to be replaced. Let me know what you find and I can assist you further.
