What Type of Steel Is Used for Curt Trailer Hitch Install Bolts
Question:
Are the bolts stainless steel? Any problem with bolts rusting and making it difficult to remove hitch if removal is ever needed?

The hardware that comes with the Curt hitch part # C11030 that you referenced is Grade 5 which means it is zinc coated to fight corrosion. Zinc coating isn't quite as corrosion resistant as stainless steel but it does a good job preventing rust.
If a trailer hitch sees several harsh winters it's going to start developing rust. Typically it's not the hardware affected first though so most likely you wouldn't have a problem.
