Do they make a sway control for right and left side of the tounge of the trailer

Yes, all of the friction sway control units we carry can be fitted to either the left or right hand side of a trailer.
The # 83660 that you referenced is setup out of the box ready for the passenger side of a trailer. All you would need to do is pull out the inner portion and flip it 180 degrees and reinsert it so that you could use on the driver side of the trailer.
For a tab to weld on the other side of the ball mount for the sway control ball you'd want the # 3442.
