There are a few things that might be causing the bounce and movement you are experiencing with your smaller trailer.

I first recommend making sure that the trailer is riding level. If the trailer isn't level when coupled with your tow vehicle, this will result in an unstable ride that can lead to the movement you are having. I have attached a great article that you can read in order to see if you are using a ball mount with the appropriate rise or drop for your trailer.

Next, since it is an older trailer, you will want to check all of the suspension components to ensure they are in good condition. Worn out parts can certainly cause bounce and sway. You will also want to take a look at the trailer tires while you are down there for any obvious signs that they should be replaced. I have attached a link that will take you directly to our selection of suspension parts if you find that some replacements are in order.

Lastly, a lightweight trailer, as you mentioned in your question, can also lead to a lot of bounce on the road. For the type of issues you are experiencing, you will want to specifically look at the trailer's tongue weight. The trailer's tongue weight should be around 10 to 15 percent of its total weight. If you find that you have a low tongue weight, try simply redistributing cargo towards the front to see if this helps.
