I assume you're measuring from the center of one bolt hole to the center of the one next to it to get 2-3/4 inches. This isn't typically how you meaure a 4 bolt pattern rim but it means you have a 4 on 4 pattern. Normally, you measure from the center of one hole to the center of the one directly across from it when you have an even number of bolt holes. This gives you the complete diameter. You should verifiy that this measurement is 4 inches on your bolts so you're certain you have a 4 on 4 pattern.
We have several trailer wheel and tire combos on 13 inch rims with a 4 on 4 pattern. I've linked them for you. The most popular is part # AM3S120 which has a maximum capacity of 1,360 pounds at 50 psi. It also has a speed rating of 81 mph. It's a bias 175/80-13 sized tire.
