Will this hitch be able to handle the black widow hitch motorcycle carrier?

Draw-Tite Max-Frame Trailer Hitch Receiver # DT78MR is rated for 675 pounds tongue weight so it by itself is more than capable of handling the Black Widow motorcycle carrier which weighs around 60 pounds or so. However, the tongue weight capacity of the 2014 Jeep Wrangler will be either 200 pounds or 350 pounds depending on which version of the Wrangler you have. Consult the towing section of your owner's manual to determine the capacity of your specific model.
The combined weight of the carrier and the motorcycle cannot exceed the tongue weight capacity of the vehicle.
