By 12 inch tire I assume you mean you need a tire that fits on a 12-inch wheel. A great tire that could work for you is the Kenda Karrier # AM10130 which will fit 12" x 4" rims and is size 145/R12, which means it is 5.7" wide and has a total diameter of 21.3".

This is a radial tire, which are the type of trailer tires that work best for highway use because it runs cooler and flexes more than a bias trailer tire. The Kenda Karrier has a load rating of D for a maximum capacity of 1,220 lbs at 65 psi, and has a speed rating of 81 mph.
