It sounds like you are needing base rails and mounting brackets for your 1999 Ford F-350 so you can hook up your Pro Series fifth wheel hitch.
For your truck, I recommend the Reese Quick-Install Custom Installation Kit # RP50082-58. These industry-standard, above-bed base rails will work perfectly with your existing Pro Series Hitch and the included custom brackets will drastically cut down on installation time and drilling, as they are designed specifically for your Ford F-350.
If you already have a set of base rails and are just needing the mounting frame brackets, you will want to take note of the manufacturer or model for the rails. Because there can be slight design variations between different manufacturers, we always recommend using brackets and rails from the same manufacturer. If you happen to have the Reese Universal Base Rails # RP58058, the correct Bracket Kit is part # RP50082. Otherwise, if you can let me know what model rails you have, I will be happy to recommend the correct bracket kit.
Lastly, since you have a short bed truck, you may need to use a sliding hitch instead of the fixed model you currently have to allow for the necessary cab clearance when making sharp turns. If you have the Reese 5th Wheel Hitch # RP30928, you can actually simply replace the fixed legs with the Reese Slider # RP50024 to give you a sliding hitch.
I have attached a few short demonstration videos on the products mentioned that you can check out.
