The MaxxTow MaxxHaul Heavy Duty Headache Rack # MT70234 does have 2 x 2-inch square steel tube construction so the top horizontal surface could well be used as a mounting point for some lights. Of course, the modification needed - cutting off the vertical load stops on each end and drilling holes for your light bar - would void the item warranty. You would also want to be sure to close off those openings so water cannot enter and cause corrosion/rust. RTV sealant # LT37467 will provide a good seal.
You can refer to the linked diagram for measurements of this item that will make it easier to determine compatibility with the mounting of your light bar. That light bar's installation hardware does not appear in the photo so you'll want to check that a 2-inch flat surface will be adequate to secure it.
