etrailer Cargo Carrier for 2inch Hitches - Item # e98874 What is the recommendation for storage when not in use? Can you store outside or will it rust? Can you store outside with a tarp?

The 24x60 etrailer Cargo Carrier # e98874 referenced in your question does feature a corrosion-resistant black powder coat finish. This will do a great job of preventing rust during normal use, but I do still recommend storing the carrier in a dry environment if you won't be using it for an extended period of time. This is simply going to provide the best protection and ensure the longest possible lifespan for the carrier.
Storing the carrier outside under a tarp is a good option if you don't have room in the garage. Otherwise, simply protecting the unit from the rain will go a long way in extending its life.
Another option you might consider is an aluminum carrier like the Curt # C18100, which will be completely resistant to rust and corrosion because of its construction.
