Can Trailer D-Ring, # RR01-C Handel Two 200 Pound Loads Pulling in Opposite Directions

Can this this tie down take two 200lb loads at 180degrees apart, like I am trying to pull it apart?

Since the load is within the working load limit and minimum breaking strength, it will handle the application that you have described provided that the surface it was mounted to could also handle the load.
Since the load is right at the capacity of D-Ring RR01-C, I recommend going with something rated higher for safety. You can use the Recessed Trailer D-Ring Tie Down with Backing Plate, # RR5K.
