Yes, the RoadMaster StowMaster Car-Mounted Tow Bar with Lunette Ring, item # RM-581, and the Roadmaster XL Base Plate Kit, item # 246-5, would be a great option for you flat towing your 1998 Dodge Dakota.

The Tow Bar with Lunette Ring will be able to be stowed on the Dakota in the folded postion for travel when the vehicle is not attached to the motorhome.

You will also need safety cables, # RM-643 would be a good choice, and lighting for the Dakota when towing. The RoadMaster Tail Light Wiring Kit with Bulbs, # RM-155, would be the option I would go with to make connection easy and keep the wiring from the tow vehicle separate from the Dakota wiring.

Finally, you will most likely want a supplemental braking system for the towed vehicle. I would recommend the Roadmaster Even Brake Portable Proportional Braking System, # RM-9400. This system will help the tow vehicle stop safely when the extra weight of the Dakota is added.

We have some informational articles, see links, that should help with selection of parts for your towing system.
