It sounds like you are having trouble locating the brake controller port on your 1999 Ford Expedition. When we installed a brake controller on a 2000 Ford Expedition, we found the brake controller plug on the left side of the diagnostic port. It was gray in color. I've attached the installation video for you to check out. You can see the brake controller plug at the 20 second mark.
Certain manufacturers offer pre-wired options, typically known as tow packages, wherein these wires are run for you from the dash to the trailer connector on the back of your vehicle. If you are unable to find the brake controller port on your Expedition then it may not have came pre-wired for one, the brake controller will have to be hardwired to the vehicle and you will need a few more parts to complete the installation.
Since you've already installed a 7-way, all you will need now is the Universal brake controller wiring kit # 5506. This includes the wires and circuit breaker necessary to install a brake controller. I've attached an installation video on an Expedition to give you an idea of how the kit installs. The video shows the installation of a 7-way connector, but you can disregard that part since you already have a 7-way. You only need to worry about running the power wire and brake controller wire from the 7-Way up to the battery and brake controller. A circuit tester like # PTW2993 may help you with this process.
If you are still on the hunt for a brake controller, I recommend the Tekonsha Prodigy P3 # 90195. This is one of the best brake controllers on the market and it can save settings for multiple trailers.
