It sounds like you are needing an adjustable ball mount that features a built-in sway control tab. For the 4 or 4-1/2 inch drop that you are needing, I recommend the Draw-Tite Adjustable Ball Mount # 7390. This is a really nice, adjustable ball mount that features a maximum drop of 5-1/4 inches (with height adjustments in increments of 1 inch). The adjustable platform does have a sway tab that can be utilized on either side. It has a towing weight capacity of 6,000 pounds and is compatible with 1 inch shank diameter hitch balls.
