I would like to know what is the difference between the c13107 and the C13316 for '16 BMW X3.

The hitch you referenced, the Curt 13107 was discontinued and replaced by the # C13316, which is a Class III 2" hitch that is a fit for your 2016 BMW X3, is a bolt-on installation so you will not have to do any drilling into your car's frame, and has a 3,500 lb towing capacity as well as 350 lb tongue weight capacity.
To add a 4-flat to power your trailer's lights you need Wiring Harness # 119250KIT. If you are going to be towing, I recommend checking out Ball Mount Kit # 989900, which may fulfill your towing needs in one tidy package; two ball mounts - one with a 3/4” rise or 2” drop and the other with a 2-3/4” rise or 4” drop - a 1-7/8” hitch ball, a 2” hitch ball, and a pin and clip.
