When using a sleeve adapter to go from 2.5inch to 2inch should the sleeve come all the way to the end of the receiver when pinned in place?

On the Curt Reducer Sleeve 2-1/2" to 2" # C45405, has stops that prevents it from going all the way into the receiver. It will always keep just enough out so that you have some to grab in case you with to remove it.
