The Draw-Tite Max-Frame Trailer Hitch Receiver # 75083 that you referenced is confirmed to fit your 1996 Ford Explorer.
This is a Class III trailer hitch with a 2" receiver opening that is rated for 5,000 lbs Gross Towing Weight (GTW) and 500 lbs Tongue Weight (TW). When you use a Weight Distribution (WD) system those capacities are increased to 6,000 lbs GTW and 600 lbs TW.
Please be mindful that if your Explorer is rated for a lower GTW or TW then that is what you are limited by. You can check your owner's manual to confirm your weight capacities.
I have attached links to an installation video and details for you to reference.
If you let me know what you will be using the hitch for I can make any additional recommendations if needed.
