Yes, if your trailer has two axles that are rated for 7,000 lbs then they would have a 14,000 lb capacity. However, there should be an identifying stamp somewhere on the trailer that has its capacity on it. You would need to follow whatever the lowest rated component on your trailer is in terms of capacity.
